Under the South Carolina Competitive Cable Services Act (S.C. Code Ann.
Section 58-12-300), the Secretary of State serves as the central franchising
authority. As of May 23, 2006 (the effective date of the act), no municipality
or county may issue a cable franchise pursuant to Section 58-12-30; all cable
franchise applications must be made to the Secretary of State. The Secretary of
State strongly recommends that any applicant review the governing statute as
many changes were made to the process.
To apply for a certificate of franchise authority, an applicant must:
1. Complete an Application for a State-Issued Certificate of Franchise
Authority.
2. Complete an Affidavit in Support of a State-Issued Certificate of Franchise
Authority, signed by an officer or general partner and notarized.
3. Enclose two copies of the Application and Affidavit, with the application
fee.
